Reading literacy is a fundamental competency that should be developed from the elementary school level. However, the availability of reading materials integrating local culture remains limited, resulting in students having limited exposure to regional folklore. This study aimed to develop a picture storybook based on Gorontalo local wisdom as a learning medium to support reading literacy among elementary school students. The study employed a Research and Development (R&D) method using the ADDIE model, consisting of the stages of Analysis, Design, Development, Implementation, and Evaluation. The research was conducted at SDN 1 Bulango Timur involving 41 fourth-grade students. The product was validated by language, media, and practitioner experts using validation instruments, while data were collected through observation, interviews, documentation, and questionnaires. The data were analyzed using descriptive quantitative analysis based on percentage scores. The results indicated that the developed picture storybook achieved feasibility scores of 100% from the language expert, 97.5% from the media expert, and 95% from the practitioner, all categorized as highly feasible. The implementation stage also demonstrated positive student responses toward the use of the developed learning media. These findings indicate that the picture storybook based on Gorontalo local wisdom is highly feasible as a learning medium to support reading literacy while simultaneously introducing local culture to elementary school students.References
